What qualifies as a 16B project?

As a rule of thumb the following projects would typically be a 16B project :
  • Any construction or modifications to the building above R30k.
  • Installation (supply and install) of new equipment or replacement equipment above R30k.

Conversely, the following projects would typically be 16A projects :
  • Supply only of equipment or spares
  • Any project below R30k.

How do we get a PTI16B project done?

here are a few options available to enable a facility to complete work which qualifies as a 16B project.
  • Using the PWD Framework Agreement.
  • Engineering implements a NEC3 contract.
  • Using the management contract (complex or large projects)

Framework Agreement
With the framework agreement, the facility or another program can fund the project. A scope of works is drawn up with a measured Bill of Quantities. This information is then sent to Engineering to check before the information is then passed to Public Works to advertise the work to the framework contractors in the district. Prices are submitted by the contractors and forwarded to the facility. The rates are then compared by the facility to the original framework rates and the order is generated and a contractor is appointed.

See the framework templates (to be completed at project inception) below.

NEC3 Contract
When a NEC3 contract is used, engineering draws up a contract for the work to be completed. Engineering also advertises the work on the CIDB and IPS and a site meeting is held. When prices are returned, engineering adjudicated the bids, generates the order and appoints the contractor. This contract can only be implemented by Engineering and as such is only applicable to Preventative and Day to Day maintenance funded projects.

Management Contract
When a NEC3 contract is used, engineering draws up a contract for the work to be completed. Engineering also advertises the work on the CIDB and IPS and a site meeting is held. When prices are returned, engineering adjudicated the bids, generates the order and appoints the contractor.
